The Water & Wastewater Leadership Center arms utility executives with the management and leadership skills they need to excel as they meet the challenges of today – and seize the opportunities of tomorrow. The Center offers exceptional curriculum taught by an unequaled faculty, invaluable connection to others in the sector, and a truly unparalleled learning experience.


Tuition for The Water & Wastewater Leadership Center is $13,150. Included in tuition are 10 full days of instruction, curriculum materials, residential accommodations and most meals.  Tuition must be paid in full no later than January 16, 2018


Students are strongly encouraged to apply early due to the high level of interest in the Leadership Center. Applications are considered in the order in which they are received; however, please note that preference is given to applicants from municipalities based in the United States.


Applicants should complete and submit the program application and application fee by November 3, 2017. Complete applications include the following:

The Letter of Intent should outline the student’s reasons for applying to and attending The Leadership Center, describe the applicant’s current leadership role within his/her agency and outline his/her goals for the future. Completed applications and fees should be sent to:

If a candidate is accepted to the Leadership Center and is unable to attend, an alternate candidate may be nominated before January 16, 2018. Please notify Bredy Trombino, Water & Wastewater Leadership Center Program Administrator, at 202-533-1820 immediately if a candidate change is necessary. Cancellations received after November 3, 2017, but before January 16, 2018, will incur a charge of 50% of the total tuition fees. Substitutions will not be allowed after January 16, 2018. Cancellations after January 16, 2018 will be charged full tuition.


To facilitate attendance by utility leaders with travel prohibitions to North Carolina, the 2018 Water & Wastewater Leadership Center will be convened at the Lansdowne Resort in Leesburg, Virginia.  All classes will be taught by the Center’s existing exceptional faculty from the Kenan-Flagler Business School, University of North Carolina at Chapel Hill.

The facilities at Lansdowne include newly renovated guestrooms, over 55,000 square feet of meeting space, a fully equipped fitness center, a business center, daily coffee and newspaper in the lobby and self-parking.

Lansdowne does not have a laundry facility for guest use; however, they will provide a 20% discount to Water & Wastewater Leadership Center students.


Leadership Center participants are responsible for their own transportation costs. The Lansdowne Resort is conveniently located Leesburg, VA, just eight miles from Washington Dulles International Airport (IAD) and less than an hour from the nation’s capital.

Participants should plan to arrive in Leesburg the afternoon of Sunday, March 4, 2018.

Departure should be scheduled after 7:00 pm on Thursday, March 15, 2018 or in the morning of Friday, March 16, 2018.

Lansdowne provides a paid shuttle service for arriving and departing flights at Dulles International Airport. The shuttle requires a $30.00 fee per person each way and reservations for the shuttle are required a minimum of 24 hours in advance.  The shuttle operates daily between the hours of 6:00 am and 12:00 am (midnight). Departures from the resort leave every half hour beginning at 6:00 am and ending at 11:30 pm based on advanced reservation.  Airport arrival shuttle pick-ups begin at 6:30 am and end at 12:00 am (midnight) from curbside 2H located outside Dulles International Airport below baggage claim based on advanced reservation. For reservations less than 48 hours prior to arrival and to confirm/change/cancel an existing reservation, please call 703-729-4103 to reach Lansdowne’s transportation department.

Because of the somewhat isolated nature of Lansdowne, you may wish to consider a rental car should your wish to explore the surrounding area during your free time. Although public transportation is unavailable at Lansdowne, there is access to taxis, Uber, and Lyft.  Downtown Leesburg is a 10-minute drive from Lansdowne and has a lot to offer.
